Wake County holds three soils, and one is bedrock at eleven inches

The county has a soil series named after it, and it is the one that stops a grinder. The Wake series, a Lithic Udipsamment type-located in Wake County, weathers from granite and gneiss, with hard unweathered rock at 11 to 20 inches and a C horizon about 18 percent gravel. Cutting to the city's six-inch standard there means working within a foot of rock. Cecil, the state soil, is the Piedmont default: 35 to 70 percent clay in the Bt horizon over saprolite from about 127 centimetres, its typical pedon in Franklin County, inside the Raleigh-Cary MSA.

Part of Wake County also sits in a Triassic basin. The NC Geological Survey names Wake among eleven counties over the Deep River Basin without saying which part, and reports those soils "do not perform adequately during percolation tests for septic drain fields." The matching White Store series carries 45 to 70 percent clay and a COLE of 0.09 or more from 51 to 127 centimetres, with slickensides in the subsoil. NCGS links that shrink-swell to heave, so a backfilled grinding void there moves with the seasons.

Is stump grinding different from stump removal in Raleigh?

Grinding cuts the stump and its collar down below grade with a wheel and leaves the root system in place; removal in the literal sense means extracting the stump and major roots, which is a larger excavation. The distinction has a local reference point: the City of Raleigh's City Tree Manual, which governs permitted removals of city trees, accepts a stump either removed and filled in with soil and seeded, or ground to 6 inches below grade, backfilled with soil and seeded. That 6-inch figure is the closest thing Raleigh has to a published local standard, and it is a reasonable thing to specify when you request quotes.

Do I need a permit, and what if a tree on my property is a safety risk?

On an ordinary Raleigh single-family lot, no city permit applies to felling a healthy tree or to grinding a stump, because UDO Sec. 9.1.2 attaches tree conservation requirements only to subdivisions of tracts of 2 acres or greater and to Tier 2 or Tier 3 site plans for parcels of 2 acres or greater. If your lot carries a recorded tree conservation area, the rules do apply, and Sec. 9.1.6 is where a hazard is dealt with: tree disturbing activity is allowed where a certified arborist, registered forester or licensed landscape architect certifies that the tree is unsafe or unhealthy. Check the recorded plat and the deed restrictions at the Register of Deeds before assuming which case you are in.

The Raleigh detail

A Raleigh yard tree is unregulated because of a two-acre line in the UDO

You can fell a healthy tree in your own Raleigh back yard without a city permit, and the reason is the ordinance's own applicability clause, not a state law. Sec. 9.1.2 of the Unified Development Ordinance attaches tree conservation requirements only before approval of a subdivision, or a Tier 2 or Tier 3 site plan, for a "tract 2 acres or greater in size." A detached lot is under two acres and in neither process, so Article 9.1 never engages.

North Carolina's role is narrower than the usual claim that the state forbids local tree rules. NC State Extension's 2024 guide ties tree authority to planning and zoning powers or to a local bill that may restrict it, and verified preemptions are narrow: G.S. 160D-921 bars regulating forestry activity on forestland taxed at present-use value, and Session Law 2013-366 exempts public airport authority land, locally RDU (UNC School of Government). No general statute stripping Raleigh of authority over private single-family lots was found.

Felling and grinding part company at that same line: outside a recorded tree conservation area, the UDO reaches neither on a normal lot. Inside one, recorded by metes and bounds at the Register of Deeds, Sec. 9.1.10.5 prices a stump directly: 100 US dollars per diameter inch for any tree or stump three inches and larger, atop 1,000 for the first tree. Cary's and Apex's ordinances could not be retrieved.

In the City of Oaks, the tree by your sidewalk may not be yours

Raleigh's nickname records a decision not to clear: WRAL's February 2026 account traces "City of Oaks" to the late 1700s, when the original streets and squares were laid out around oaks already standing. The front-yard question here is a jurisdiction question first.

Under the City Tree Manual, adopted by Ordinance No. 2021-284, a City Tree is "a tree that has its trunk located entirely or in part on city owned or controlled property including any boundary tree." Raleigh Urban Forestry adds that the right-of-way "is not a specific distance from the curb," so the strip between sidewalk and street is no guide to ownership. A Tree Impact Permit covers any land disturbance within 15 feet of a City tree, including equipment use inside the critical root zone -- 1.25 feet of radius per caliper inch, so 25 feet around a 20-inch trunk. Raleigh even publishes the finish standard: permitted removals must leave stumps ground to six inches below grade.

Who is responsible for a street tree or a fallen tree near the curb?

That depends on where the trunk stands, and Raleigh makes the test explicit rather than easy. The City Tree Manual defines a City Tree as one with its trunk located entirely or in part on city owned or controlled property, including any boundary tree, so a trunk straddling the line is the city's. Raleigh Urban Forestry states that the city right-of-way is not a specific distance from the curb and may require a survey to establish. Any land disturbance within 15 feet of a City tree needs a Tree Impact Permit from the Urban Forester, and the critical root zone is a radius of 1.25 feet per caliper inch at breast height.

Can the type of tree change what the job costs?

Yes, though in Raleigh it changes the work more than the rate. NC State Extension identifies red maple, the most abundant species in the city's own inventory at 11.54 percent, as having shallow surface roots that may buckle nearby sidewalks or driveways, and lifted surface roots are ground separately from the stump; HomeAdvisor prices root removal at 100 to 200 US dollars per hour in its June 2026 update. Sweetgum is the other geometry problem, spreading 40 to 50 feet with a trunk that can exceed four feet in diameter over a shallow root system, so the area to be ground is wider than the trunk measurement suggests.

Two Triangle price sheets agree on the rate and disagree on the job

The per-inch figure is the best-corroborated number here. Triangle Tree Services, working Raleigh and Durham, publishes 2 to 3 dollars per inch of diameter and Carolina Tree Care, statewide, 2.50 to 3 dollars, against HomeAdvisor's national 2 to 5 dollars (updated 19 June 2026), with minimums near 80 to 160 dollars. Whole-job totals do not converge: Triangle lists 60 to 350 dollars per stump, while Carolina Tree Care's bands run from 225 dollars at 1 to 12 inches to 600 and up at 60, against a 250 dollar national average. No source quantifies a Raleigh premium or discount against it. These are researched ranges, not an offer.

Grindings stay on site here because both disposal routes are closed. Raleigh curbside takes no stumps and no "yard waste produced from contracted jobs or land clearing"; Wake County's 11 convenience centers accept no yard waste at all; and the Raleigh Yard Waste Center on N. New Hope Road, 55 dollars a ton with a 27.50 minimum, does not permit commercial vendors to drop off.

Is there a chance the tree grows back after the stump is ground?

This page cannot give a species-by-species answer for Raleigh, and it will not invent one. No NC State Extension or NC Forest Service page confirming which local species resprout from severed roots after grinding could be retrieved for this research; the Extension entry for sweetgum is silent on suckering, and the USDA Silvics page is blocked to automated access. What is documented is that grinding removes the stump and collar and leaves the lateral roots in the ground to decay. If regrowth matters to you, ask the operator to quote treatment of the cut roots as part of the original scope rather than as a callback.

If I decide to burn the stump myself, can I get into trouble?

Open burning rules were outside what this research verified, so ask the NC Forest Service and the City of Raleigh before lighting anything, and treat any answer that does not come from them as unreliable. What is verified is the disposal side. The City of Raleigh will not collect stumps at the curb, will not take logs and limbs more than six inches in diameter or over five feet in length, and excludes yard waste produced from contracted jobs or land clearing; Wake County's 11 convenience centers do not accept yard waste at all; and the Raleigh Yard Waste Center does not permit commercial vendors to drop off.

North Carolina's dig law never names stump grinding, and does not need to

G.S. 87-117(9) defines excavation as "an operation for the purpose of the movement or removal of earth, rock, or other materials," and enumerates grading, ripping and scraping; stump grinding is not listed by name but plainly moves earth and rock. G.S. 87-122(a) sets notice at no less than three full working days before the proposed start and expires it 28 calendar days after the work start date; NC811's own 2023 manual gives markings 15 full working days.

The exemption is where the two roles split. G.S. 87-124(1) exempts excavation by "the owner of a single-family residential property on his or her own land" where it does not encroach on operator facilities. A grinder is mechanized, and whoever is hired to run one is an "excavator" under G.S. 87-117(10), so the exemption is yours and does not travel with the job. NC811 adds that "private lines not owned by a facility provider are not located" -- septic tanks and drainfield laterals, irrigation, invisible fence, the feed to a detached garage. Septic laterals matter most in unincorporated Wake County, though no count of systems could be verified.

Raleigh's most abundant tree is banned from Raleigh's streets

Red maple is the species the city planted least deliberately and now has most of. A 2023 Yale Hixon Center analysis of 80,819 usable records from the City of Raleigh Urban Forestry inventory put Acer rubrum at 11.54 percent, the only species over the 10 percent line of the 10-20-30 rule. Red maple nonetheless sits on Raleigh's official "Do Not Use as Street Trees" list, while willow oak is approved for streets.

Red maple is also the documented sidewalk problem: NC State Extension says its shallow surface roots may "buckle nearby sidewalks or driveways if planted too close," and chasing lifted roots beyond the collar is billed by time rather than diameter. Sweetgum spreads 40 to 50 feet with a trunk over four feet across and a shallow root system; loblolly pine, the dominant Piedmont pine, is wind-damage prone and hosts southern pine beetle. Extension's Pinus taeda entry says nothing about a taproot or resin, and no primary source confirms which of these species resprout after grinding.

The storms that make Raleigh stumps, and the one that did not

Hurricane Fran in September 1996 is still the Triangle's defining tree event. The NC State Climate Office describes sustained 70 mph winds persisting for hours in the Raleigh area and trees "completely fallen with their entire root systems ripped out of the ground." Whole root plates make the hardest stumps.

Winter's version arrives as ice. The same office records up to an inch of accretion in parts of the Piedmont on 4 and 5 December 2002, almost half a million more Triangle customers out under Carolina Power and Light -- against an inventory that is 11.54 percent ice-brittle red maple.

Spring supplies the third mode. NWS Raleigh's summary of 16 April 2011 records "thirty confirmed tornadoes... the greatest one-day total for North Carolina on record," with the Sanford-Raleigh tornado on the ground 67 miles and "a persistent path of EF-2 damage... in Raleigh." What Raleigh is not is a coastal wind market: Helene in September 2024 wrecked western North Carolina some 250 miles away and does not appear in NWS Raleigh's event archive at all.

A stump in the strip between sidewalk and curb is a different proposition from one behind the house. Note which you have when you start the form.

Why are there so many stumps in Raleigh?
  • Hurricane Fran (6 September 1996) The NC State Climate Office's account of the Raleigh area describes sustained 70 mph winds persisting for hours and hundreds of trees down, not broken but completely fallen with their entire root systems ripped out of the ground, with power outages running four days to two weeks. Uprooted root plates rather than clean stumps are the lasting grinding legacy of this storm.
  • Piedmont ice storm (4 December 2002) Up to an inch of ice accumulation in parts of the Piedmont on 4 and 5 December. Duke Energy reported more than a million customers without power in North Carolina, Carolina Power and Light reported almost half a million more customers out in the Triangle, and power was not fully restored until 14 December. Insured property damage was estimated at 113 million US dollars, with nearly 11 million US dollars in FEMA assistance.
  • April 16 2011 tornado outbreak (16 April 2011) NWS Raleigh recorded thirty confirmed tornadoes in North Carolina that day, the greatest one-day total for the state on record. The Sanford-Raleigh tornado was on the ground for 67 miles and produced a persistent path of EF-2 damage in Raleigh. Statewide there were 24 deaths and more than 400 injuries, with 304 reported injuries in central North Carolina and eight fatalities in the Raleigh area. Structural damage in central North Carolina was estimated at 328,610,000 US dollars, of which 172,075,000 came from the Sanford-Raleigh tornado alone.
  • Hurricane Isaias (4 August 2020) Included as the counter-example that separates Raleigh from coastal North Carolina markets. NWS Raleigh's peak wind gust statement lists 35 mph 3.7 miles west of Raleigh, 31 mph at Wake Forest and 26 mph at the Raleigh-Durham ASOS. Raleigh was essentially spared; the storm's North Carolina impact was concentrated in the southeast and coastal plain.
